This is probably a silly question, but what if I have a extension that applies to all of the steps of my main scenario? We reference a general error handling process. It doesn't seem to make sense to add the extension on each step of my main scenario, so what is the best way of doing this?

Not a silly question at all. This is what Anytime Extensions are for.
While you are on the step of the main success scenario, right-click and select Anytime Extension (or Alt+E). This creates an extension that could occur at any point in the use case.
