Add navigation buttons to the Issues Details dialog window

All other Details windows permit clicking navigation buttons (next, previous, first, last) in the upper right to move through the list. This includes Actors, Requirements, Use Cases and Dictionary Entries. The Issues Details window is the only one of its kind which doesn't have this feature. Please consider adding, as it would make it much easier to assign values to fields that aren't available in the related object details windows (i.e., in a Requirement). Yes, I know there's a window pane where you can enter information, but the Details window is much nicer. And even entering data in the window pane requires clicking on the item in the list to edit; plus, there is no date picker OR anywhere to post the resolution.

My idea is consistent with other parts of the UI, plus it improves and simplifies navigation through the Issues list.
