Is there a way to see the last person to revision a use case. SImilar to the revisions word doc which list sequentially by date the last person to access/change a .ucp file....is there a way to granulize down to the access/change use case?

Regrettably, as you mentioned this feature is only available on a per-package basis.
Similar to your other recent post, you could manually record that information using notes or a custom field, though being a manual process, it might be prone to lapses in updates.

Are there any future plans to develop for versioning at a more granular level
We do look forward to having that level of granularity with revisions in Requirements.cc. We're not there yet, but we're working on it.
