Hi Dave. I've got good news - CaseComplete already supports what you describe here, and depending on exactly how you'd like it to look, there are a number of approaches you could take.
You could put all of your information in a related document, then attaching it to the top-level package. However, without some modification to the built-in templates, you won't see this information right up front at the beginning of your reports.
You could use the top-level package itself. The narrative you describe could go into the package description, the graphics can go into a diagram at the top level and the hyperlinks you mention can be added as related documents themselves. Then, in the project specification report, for instance, your description and diagram(s) would display first, and it would be a simpler matter to add related documents to the template and display those up front, as well.
You could make a separate package in your project containing all of the information you mentioned, and then customize some templates to report on that package in particular before the others.
