If you could convert your file into an Excel format, the tool already supports that - click Connect / Excel on the ribbon bar, then the Help button to see all the details.

Very close - what results from running the built-in Dictionary Excel report template is almost exactly what you'd need. Remove all the fluff so the orange headers (assuming CC2014 version, here) begin in cell A1 - and you can also add an ID column if you need one. Your definitions info will fall in rows under that.

Sorry Derrick, but no. As listed in the help file, the only properties you can import are a definition's ID, Name, Description and Aliases.
Ok, then I'd like to update my feature request to allow the import of dictionary items complete with fields and their associated constraints. This would greatly cut down on my data input of dictionary items.
