A little late in answering this, but we have this one covered now. In the September release of CaseComplete 2013 (build 8.0.5001) we added the ability to show Test Scenarios in a filter tab. Just click the + tab and select Test Scenarios as the kind of item to filter. No need to apply any filter settings because by default it shows all test scenarios. The tab will behave just like the other tabs, so as you suggest, you can sort, group, and customize which columns should appear in the list, including the owning requirement or use case, and any custom fields you define for test scenarios.
One thing to note, unlike the main tabs for use cases, etc., filter tabs don't come up every time you start CaseComplete, unless you save the filter. So if you view test scenarios often, click the remember filter button. Then, if you leave the filter tab open when you exit CaseComplete, it will be opened automatically the next time you open the project. I do the same thing for diagrams so I have easy access to all the diagrams in the project.
