Allow for global gloassary

Be able to point to a global glossary that all projects can use as a common resource and a project glossary particular to a project. Allow for the promotion from project to global glossary.

Hi Glenn,

Thanks for the suggestion. This is definitely on our wishlist of things we'd like to add to the product. It's not currently in the works, but something I'm sure we'll consider as we plan our upcoming releases.
