1) To import your requirements from an Excel file, click on File / Import/Export / Excel File on the ribbon bar. Follow the instructions there - and there's also a Help button with more details - to get your descriptions into your project.
Edit: New location for import is on the Connect tab in the Ribbon along the top of CaseComplete (click the Excel button in the Import section)
2) Beginning with the 2012 verison, dictionary terms can now be organized into any package. You can organize your terms a number of ways, but the easiest might be to right-click on your top-level package in the project browser (on the right side of the screen), then select Add Package from the context menu. Name it something like "Dictionary," then click and drag your terms into it. You can select one term at a time in the project browser, or select multiple terms on the Dictionaries tab by using shift- or ctrl-click, then drag your terms into the dictionary package in the project browser.
